A. Buggies can be made wheelchair accessible. Whether or not a power wheel chair is allowed would depend on the community.
There are special exemptions made when necessary. For example: a man was in a bad accident and became paralyzed. He was allowed to have electricity in his house since he needed a breathing machine in order to survive. After ten years of living like this he passed away at which point the electricity was removed from the house.
